Kathy Dailey and Mark Chiarolanza, Republican candidates for Madison Borough Council in 2018, have been knocking on doors in every neighborhood in town, attending community events, and meeting with small groups of voters over breakfast. “Kathy and I look for every opportunity to hear what matters to Madison residents, and to share our ideas for Madison’s future,” stated Mr. Chiarolanza.
Both candidates, who have significant professional managerial experience, emphasize that this experience makes them well suited for the work of the Borough Council and will enable them to make informed decisions for Madison.
Kathy Dailey Discusses Her Professional Background
Ms. Dailey has extensive experience in legal matters and works as Senior Manager of Legal Operations at Bevan, Mosca & Giuditta, P.C, a mid-size law firm in Basking Ridge. “In my role, I document and maintain standard legal support procedures and arrange for tactical support for all practice areas of the firm -- this includes government affairs work, lobbying and advocacy efforts, litigation, contract negotiation, legal research, and preparation of regulatory and financial compliance filings. During the last ten years, I have worked on mergers and acquisitions for some of our largest clients, and have provided support for major financial transactions – including a series of transactions worth upwards of a billion dollars,” stated Ms. Dailey.
“My work involves project management oversight across a team of attorneys. I have always worked in the private sector, and I know what it means to be accountable to clients. I understand the pressure and the responsibility to perform -- if the client is not happy with the work delivered by the legal team, then the client doesn’t pay, and the whole firm suffers."
Ms. Dailey also has a strong background in operations management, which she emphasizes is particularly important for understanding municipal operations within Madison. “I spent the early years of my career in operations management roles. After earning my undergraduate degree from the University of Notre Dame, AT&T recruited me into a professional development program. I rotated through management assignments in various operations - billing operations, credit and collections, network operations, and customer service.” Ms. Dailey also earned a Master of Science degree in Management from Stevens Institute of Technology.
“My professional and educational background are both in operations management. Managing people and performance has been part of my everyday professional life for decades. This is the work that I have been entrusted to do professionally in my full time paid job, and I’m willing to use these very same skills to benefit Madison, at no charge. It’s a really great deal for the borough - my skills are critically needed on council, and voters should definitely take me up on the offer!”
Mark Chiarolanza Discusses His Professional Background
Like Ms. Dailey, Mr. Chiarolanza has also had extensive experience managing people and projects during his career in law enforcement. Mr. Chiarolanza is a Lieutenant with the Morris County Sheriff's Office and currently serves as the Division Commander of the Legal Services Division. In that role, Mr. Chiarolanza oversees the service of civil process and all foreclosure actions handled by the Sheriff’s Office. His command of the Legal Services Division manages account transactions totaling in the tens of millions of dollars annually. This summer he was entrusted with the additional management responsibilities of the Warrants Section, Evidence Section, Canine Section and Bomb Unit.
Over his 22 years of service, Mark has held leadership positions in many areas of law enforcement operations and undercover law enforcement operations such as coordinating training for civil disorder preparedness and most recently the Sheriff’s Office NARCAN medication training and operations initiative. “In my management roles, I have also had to coordinate cross-unit initiatives through the interactions of the Canine Section and Bomb Unit in anti-terror readiness planning as well as assisting with the furtherance of the Med Return Drug Collection Program throughout Morris County.”
“Within any operation or undertaking, but especially within a law enforcement agency, effective leadership makes all the difference in the agency’s productivity and morale. During my career, I have had the opportunity to serve under some exemplary leaders and have been fortunate to be able to learn from their experiences. I have always maintained professional relationships throughout all my endeavors. I believe this sentiment holds true with all whom I have worked with, even when we had a difference of opinion or a differing approach on solving a problem.”
“When your job is to enforce the law, you are constantly aware of the leadership role that you play in the community. When you wear a uniform, people just expect that you will have answers. When answering a distress call, the person that you respond to assist looks to you for a resolution to their problem, they rely on you to be able to help. You learn very quickly, how to remain calm in even the most trying circumstances and find a way to provide the needed aid. These are true characteristics of leadership and how honorable leaders of our community conduct themselves.”
Mr. Chiarolanza’s formal undergraduate and post-graduate education has also helped him develop some of the managerial skills that are needed to serve effectively on Madison’s Borough Council. Mark earned a Bachelor of Arts degree in Sociology from Buffalo University, and a Master’s Degree in Public Administration from Kean University graduating with distinction. He also holds an Associate in Applied Science degree in Criminal Justice with high honors from Erie Community College.
Candidates Ready to Serve "the Terrific People of Madison"
Kathy Dailey and Mark Chiarolanza both stated that they are well prepared to serve on Madison’s Borough Council, and that they can call upon their professional and personal experience to make the best possible decisions for the future of the community.
When asked what they have enjoyed most about the campaign so far, both candidates responded, “Meeting the terrific people of Madison, of course!”
Ms. Dailey explained, “My husband Michael and I moved to Madison more than 20 years ago because we felt it was such a friendly town. As a candidate running for Borough Council, I feel that friendliness, that warmth, more than ever. We’ve spent countless hours ringing doorbells to introduce ourselves to voters over the last couple of months, and dozens of complete strangers have asked us in for tea, or offered us a cool bottle of water on a hot afternoon, or kindly said, ‘Thanks so much for volunteering to represent us.’ It’s truly heartwarming, and I’m grateful to be able to raise my family in such a caring community.”
